Graham Bencini Represents Malta At EU Interparliamentary Meeting On Digital Taxation In Brussels

Graham Bencini represented the House of Representatives of Malta at the Interparliamentary Committee Meeting (ICM) on “The Taxation of Digital Activities at National and International Level,” hosted by the European Parliament’s Subcommittee on Tax Matters (FISC) in Brussels.
The high-level conference brought together parliamentarians from across the European Union, alongside representatives from the OECD, the European Commission, national tax administrations, and leading economic experts.

Discussions centred on the future of digital taxation, the implementation of Digital Services Taxes (DSTs), and ongoing developments linked to the OECD/G20 global tax reform negotiations. Contributions were made by leading tax specialists, including Mr Benjamin Angel (European Commission), María José Garde (Spain), Marco Iuvinale (Italy), Marisa Ribeiro Ouro (Portugal), Dr Giulia Aliprandi (EU Tax Observatory), and Cristina Enache (Tax Foundation Europe). The event was chaired by Mr Pasquale Tridico, Chair of the Subcommittee on Tax Matters.
During his address, Mr Bencini emphasised Malta’s commitment to a fair and transparent international tax system, while safeguarding the competitiveness of small and open economies and preserving the EU’s diversity of lawful tax systems. He highlighted the need to avoid reforms that could erode tax sovereignty, penalise smaller economies, or create fragmentation. Mr Bencini also noted that, although progress on the OECD’s Pillar One agreement has stalled, continued dialogue remains crucial to prevent unilateral taxation measures that could threaten international tax stability and trade relations.
