Government Working To Address Abusive Deepfake Tech

The government is preparing recommendations to address the abusive use of deepfake technology, Prime Minister Robert Abela told participants of the National Youth Parliament during a meeting with the National Youth Council.
The discussion took place as the 2025 work report of the National Youth Parliament was formally presented, providing an opportunity to reflect on issues raised by young people over the past year.
Prime Minister Abela highlighted the growing role of artificial intelligence and stressed the importance of its responsible use.
He said the government is currently reviewing existing legislation with a view to proposing measures that would tackle the use of deepfakes for purposes such as harassment, blackmail and bullying.
Drawing parallels with earlier legal changes on cyberbullying and cyberstalking, he said similar approaches could be considered to ensure adequate legal protection.
He also noted that while Budget measures promoting the use of artificial intelligence are already being implemented, the government is working to ensure that these technologies are used within a framework that safeguards users.
According to the Prime Minister, encouraging innovation must go hand in hand with ensuring a secure digital environment.
Artificial intelligence and youth participation in public life were central themes in the National Youth Parliament’s work in 2025.
The Prime Minister said young people are contributing to the development of Vision Malta 2050 and are expected to play a role in its implementation, particularly on issues that will affect future generations.
The meeting was also attended by Minister Clifton Grima, Parliamentary Secretaries Andy Ellul and Keith Azzopardi Tanti, Cabinet Secretary Ryan Spagnol and members of the Youth Advisory Forum.
