Government Signs New Sectoral Agreement Strengthening Scientific Profession In the Public Service

The Minister for Agriculture, Fisheries and Animal Rights, Anton Refalo, together with the Parliamentary Secretary for Fisheries, Aquaculture and Animal Rights, Alicia Bugeja Said, presided over the signing of a sectoral agreement with UHM – Voice of the Workers. The agreement grants formal and structured recognition to the Scientific Class within the Public Service.

This agreement is of national importance as it strengthens the role of scientists working in sectors tied to public health, food safety and animal welfare. It marks a clear step towards the modernisation of the scientific profession in Malta and reflects the Government’s commitment to investing in people and their specialised expertise.
The agreement enhances the grading structure, clearly defines the requirements for promotions, and introduces new mechanisms for professional development. Officials will benefit from training, capacity building and financial support directly linked to their scientific work.
Minister Anton Refalo stated that the agreement reflects a clear vision for a stronger future across the country’s critical sectors. “This agreement represents a serious investment in the people who shoulder the scientific responsibilities upon which the safety and well-being of our population depend. It is the scientists who carry out analysis, research and technical guidance that shape daily decision-making. Today we are giving them the tools, recognition and future they deserve,” said Minister Refalo. He also thanked the Ministry for Agriculture, Fisheries and Animal Rights, the Ministry for Health, the UHM and the Industrial Relations Unit for their professional work.
Parliamentary Secretary Alicia Bugeja Said added, “The Government continues to demonstrate its commitment to workers through yet another sectoral agreement. With this agreement, we will be increasing allowances for several scientists working within our Ministry. Scientific Officers carry out highly important work, primarily through research. The research they conduct is crucial for our country because the information and results generated allow us to implement policies that benefit the sectors under this Ministry.”
