Government Continues Investment In Animal Welfare Across Local Communities

During a visit to a local dog park, Parliamentary Secretary for Local Government Alison Zerafa Civelli and Parliamentary Secretary for Fisheries, Aquaculture, and Animal Rights Alicia Bugeja Said reviewed the extensive work carried out by local councils in the field of animal welfare.
They highlighted that, in recent years, local councils have played a key role in protecting animals. Today, each local council has a dedicated councillor responsible for animal welfare. The Secretaries also noted that the Government has introduced several schemes, including vouchers for cat feeders, and has begun collecting valuable data from local councils regarding the cat colonies present in towns and villages.
The Parliamentary Secretaries further explained that, through next year’s Budget, the Government will continue supporting animal welfare organisations by providing special rates on electricity and water bills, which are currently charged at non-residential rates.
Parliamentary Secretary Alison Zerafa Civelli said, “Each local council now has a councillor who acts as a guardian for animal welfare. This enables us to better understand the needs of animals in local communities and to enhance relevant practices and regulations.”
She added, “Animal welfare within our communities is of great importance, and as a Government, we continue to introduce incentives and implement the measures outlined in the Budget. Local councils have benefited from funding to carry out projects such as dog parks, cat cafes, and educational campaigns in localities, all aimed at strengthening animal welfare.”

Meanwhile, Parliamentary Secretary Alicia Bugeja Said highlighted the expected reopening of the Animal Hospital, describing it as an important step in improving public veterinary care. She also announced plans to commence construction of an animal crematorium and a new centre for rehoming stray animals, including horses.

Bugeja Said concluded, “As a Government, we continue to reinforce our commitment to animal welfare and to provide modern, sustainable services for all who care for animals. The measures announced in the 2026 Budget clearly demonstrate our vision for Malta, placing animal welfare at the heart of our policies. Every step we take, from opening the hospital to creating new facilities for stray animals, ensures that each animal receives proper care and respect.”
