EU Moves To Tackle Over-Tourism & Boost Sustainable Travel

Members of the European Parliament have backed a series of proposals aimed at making tourism across the EU more sustainable, with a focus on improving connectivity, supporting greener travel and protecting local communities.

The Transport and Tourism Committee adopted the measures by a clear majority on Wednesday, guided by Maltese MEP Daniel Attard, who served as rapporteur for the report.

Attard said the proposals would help rebalance tourism flows away from overcrowded hotspots and ensure local communities benefit from visitors.

MEPs highlighted that 80% of travellers visit just 10% of global destinations, placing heavy pressure on popular areas.

The plan encourages travel to lesser-known or emerging destinations, including rural regions, mountains and remote areas, with opportunities linked to gastronomy, heritage, cycling and regenerative tourism.

Improving transport links is central to the strategy. The proposals call for stronger air, sea and land connections to emerging destinations, as well as targeted support for electric vehicle leasing and charging infrastructure.

Expanding cross-border night trains and introducing a seamless ticketing system covering rail, air and maritime travel are also recommended.

The committee welcomed new EU rules on short-term rentals due to take effect in May 2026 but urged further regulation to prevent housing shortages and loss of local character.

MEPs also proposed environmental tourism taxes, a tourism skills card to address labour shortages, and greater support for cultural workers and volunteers.

The proposals now move to a full parliamentary vote, marking a significant step towards a more sustainable and connected European tourism sector.
