EU Approves Landmark Travel Rules Giving Consumers Stronger Refund Rights

European travellers are set to benefit from some of the strongest consumer protections in the world after the European Parliament approved new travel rules following an agreement with EU member states.
The legislation was negotiated by Maltese MEP Alex Agius Saliba, who worked for months to strengthen the rights of European consumers, including Maltese and Gozitan travellers. Under the new rules, travellers will be able to cancel trips in extraordinary circumstances and receive an immediate refund.
Agius Saliba said the updated framework ensures consumers are protected when holidays are disrupted. “Future crises should not place the financial risk on families,” he said after the vote.
The directive also introduces clear rules on travel vouchers for the first time. While vouchers may still be offered, they must remain voluntary, with consumers entitled to refuse them and request a refund within 14 days.
In addition, travel organisers must now implement formal complaint-handling systems, responding to complaints within set deadlines and potentially compensating affected consumers.
