Escalating Fines For Repeated Noise Pollution Offenders Proposed By Momentum

Momentum has accused the authorities of failing residents across Malta by allowing noise pollution to become a persistent problem in towns and villages nationwide.
The party said complaints about loud music, uncontrolled parties and ineffective enforcement continue to surface year after year, with residents frequently passed between different authorities without any meaningful action being taken.
According to Momentum, people living in areas including Mosta, Attard, Rabat, Żebbuġ, St Paul’s Bay, Sliema, Paceville and Valletta are experiencing a decline in their quality of life due to constant late-night noise.
Elderly residents, students, families with young children and workers on early shifts are among those most affected.
The party argued that existing laws and regulations are already sufficient, but enforcement remains weak and inconsistent. Residents who file complaints are often redirected between the police, Environmental Health and Local Councils, with cases rarely leading to consequences for offenders.
Election candidate Mark Camilleri Gambin said Momentum would push for stricter decibel limits, a 24-hour acoustic monitoring system in affected areas, automatic escalating fines for repeat offenders, and a single authority responsible for handling complaints.
He stressed that celebrations and nightlife should coexist with residents’ right to peace and rest in their own homes.
