Employees To Receive Major Pay Rise Under New WSC–GWU Agreement

Employees at the Water Services Corporation (WSC) are set to benefit from significant improvements in pay, career opportunities, and professional development following the signing of a new Collective Agreement with the General Workers’ Union (GWU). The agreement represents an investment of more than €36 million over the next six years.
Signed in the presence of Minister for the Environment and Energy, Miriam Dalli, the agreement marks an important milestone in the Corporation’s ongoing commitment to recognising and rewarding its workforce, which plays a vital role in delivering water and wastewater services to households and businesses across Malta and Gozo.
“This collective agreement reflects the Government’s and the Corporation’s shared commitment to strengthening public service through investment in people. By prioritising development and retention, we are building a stronger organisation which in turn brings better results for the country,” Minister Dalli said.
The agreement introduces a substantial package of benefits for WSC employees, including a revised salary structure, performance-based progression, and guaranteed annual training hours to support upskilling and long-term career growth. Additional measures aim to enhance job stability, reduce staff turnover, and improve pathways for internal promotion.

Josef Bugeja, Secretary General of the General Workers’ Union, expressed satisfaction with the agreement, which covers around 900 WSC employees. “The Collective Agreement involves a €36 million investment in both working conditions and salaries. Moreover, it sets out a vision for the Corporation and its staff going forward, in terms of upskilling and training,” he said.

The agreement was signed by Karl Cilia, Chief Executive Officer, Water Services Corporation; Joseph Vella, Chairman, Water Services Corporation; Kendrick Bondin, Secretary, General Workers’ Union; GWU representatives Mark McKay, Mildred Mifsud, Colin Ferriggi and Richard Vella; and Mario Grixti, Deputy Head, Industrial Relations Unit, Office of the Prime Minister.
