According to the Small & Medium Enterprises Barometer for Q3 2025, powered by MISCO, revealed that the most important issue being faced was employee shortage.

46% of small to medium enterprises touted this issue to be their top concern, followed by unfair competition at 23%

17% of businesses touted excessive competition, traffic congestion and skills mismatch as the third most important issue.

The majority of such businesses (36%) said that the most important issue the country is facing and they would like to see the government do something about is overpopulation.

This was followed by lack of good governance (31%) and level of corruption (26%).

66% of businesses think Malta is moving in the wrong direction, a drop from 70% in 2025 Q2. 34% of businesses think Malta is moving in the right direction, up from 30%.

27% said that Malta is not moving in the right direction because of infrastructure and national planning, followed by 24% saying political leadership and direction.
