€135 Million Investment In Stipends And Grants, Says Minister Of Education

Applications for student stipends and grants for the upcoming academic year 2025/2026 will open on Monday, 29 September 2025, at 10:00 a.m., Clifton Grima stated, who is the Ministry for Education, Sport, Youth, Research and Innovation has announced.
Grima explained that over the past four years, the government has invested more than €135 million directly in students through stipends and grants.
He explained that this support will continue, with the latest call expected to expand eligibility for additional allowances to include around 350 more students.
The Minister highlighted reforms introduced in recent years. In the 2023/2024 academic year, higher stipends were allocated to a number of new courses, with an investment of €6.5 million spread over three years. More than 4,000 students have benefitted from this measure.
In 2024/2025, further improvements were made to the classification of several courses at the Malta College of Arts, Science and Technology (MCAST) at Level 4 and the University of Malta at Level 6 of the Malta Qualifications Framework, allowing more students to qualify for higher stipend rates.
According to the Ministry, the aim of these measures is to provide financial support for students and their families during an important stage in their educational journey.
Minister Grima emphasised that the government’s objective is to ensure that financial circumstances do not prevent students from reaching their aspirations.
Horace Laudi, Chairperson of the Students’ Maintenance Grants Board, also addressed the press conference. He explained that the Board has recently approved additional prescribed courses, meaning more students will become eligible for higher stipends.
He encouraged all eligible students to apply early, noting that those who apply by the end of December 2025 will be considered for the stipend from the beginning of the academic year.
