Dog Transfer From Naples To Malta Cancelled After Animal Welfare Inspection

A planned transfer of dogs from Naples to Malta has been cancelled following an official inspection by Dr Fleur Abela, Commissioner for Animal Welfare, who carried out her full investigative mandate after concerns were raised by activists and non-governmental organisations.

The visit to Dogs Town SRL in Naples took place on 15th December and was part of ongoing efforts to ensure that cross-border animal welfare operations comply with the highest legal and ethical standards.

Dr Abela was accompanied by Mary Cassar Torregiani, General Manager of the Malta Society for the Protection and Care of Animals (MSPCA), during the inspection.

Although the shelter administration provided documentation relating to permits and licences, the Commissioner, prioritising the welfare of the animals, formally advised that the transfer scheduled for Wednesday, 17th December, should not proceed.

The recommendation was immediately relayed to the Office of the Parliamentary Secretary for Fisheries, Aquaculture and Animal Rights, Dr Alicia Bugeja Said, which acted in full accordance with the Commissioner’s advice and requested the cancellation of the proposed transfer, which was being managed by the Directorate for Animal Welfare.

The Commissioner’s Office expressed its gratitude for the cooperation shown by the MSPCA, animal welfare activists, the Animal Welfare Directorate, including Ms Maxine Borg, relevant authorities, and members of the public who raised concerns.

As a result of this coordinated effort, eight dogs have now been successfully identified for rehoming, ensuring their safety and well-being.

The case demonstrates the effectiveness of Malta’s animal welfare framework and highlights what can be achieved when government bodies, civil society organisations, and the public work together with a shared commitment to responsible and ethical treatment of animals.

This outcome is being hailed as a significant success for animal welfare, confirming that careful oversight and collaboration can prevent potentially risky operations and secure positive results for animals in need.
