Roderick Caruana, Paola councillor, has proposed that Malta explore the use of electric vertical take-off and landing aircraft (eVTOLs) and passenger drones for short-distance urban travel.

These vehicles are being tested in other countries for city-to-city or island transport and could be integrated into future mobility networks.

He also suggested upgrading the Gozo airstrip to accommodate short domestic flights and light aircraft, which he said could improve travel times between Malta and Gozo.

In addition, Caruana proposed the establishment of a network of helipads across Malta, including locations near Mater Dei Hospital, the University, Valletta, St Paul’s Bay, and Smart City, to connect directly with Gozo by helicopter.

In terms of day-to-day transport, Caruana recommended the reintroduction of e-scooters under stricter regulation, along with expanded safe cycling infrastructure and incentives for electric bicycles.

He said these measures could provide alternatives to private car use and reduce traffic congestion on the roads.

Caruana framed the proposals as a combination of immediate measures and longer-term innovations.

The suggested measures do not involve traditional large-scale infrastructure projects such as underground metro systems, which he noted could take decades to complete.

Instead, he said, the plan focuses on new transport technologies, inter-island connections, and alternative mobility options for residents and commuters.
