Controlled Evacuation Begins At Seaview Apartments In Paceville

Residents of Seaview Apartments in Paceville have been ordered to leave the building after authorities determined that it was no longer safe for occupation because of its deteriorating condition.
The evacuation followed a formal report submitted by the Building and Construction Authority (BCA) to the Police regarding the state of the property, located at the corner of St George's Road and Wilga Street.
The decision was taken jointly by the BCA, the Government Architect, the Police, the Occupational Health and Safety Authority, the Civil Protection Department, the Water Services Corporation and Enemalta.
The action was based on a report prepared by Professor Alex Torpiano, who was appointed by third parties to assess the building. According to the findings submitted to the BCA, the property is no longer fit for habitation due to years of inadequate maintenance by both owners and residents.
The issue dates back to July 2025, when the BCA and the Paceville Town Centre Management Committee met property owners and agreed that an expert assessment should be carried out.
Although Professor Torpiano's initial investigation found no immediate danger to residents or the public, it identified urgent maintenance works that needed to be completed.
However, those works were never carried out. The BCA said the building's condition continued to worsen, particularly because of sewage leaks within its service shafts.
After again urging owners in June to carry out the necessary repairs, the authorities ultimately intervened when no action was taken.
The BCA stressed that the structural risks identified in the building were entirely linked to prolonged neglect and poor maintenance, and were not connected to any nearby construction activity.
