ARUC Address Low-THC Cannabis Outlet Near Stella Maris College Gżira

The Authority for the Responsible Use of Cannabis (ARUC) has issued a statement following the opening of a commercial outlet selling low-THC cannabis products near Stella Maris College in Gżira.
In its communication, ARUC said it fully understands and empathises with concerns raised by parents, educators and the wider public, stressing that the protection of minors remains a priority. While the Authority maintains strict oversight of non-profit cannabis harm reduction associations, it currently lacks the statutory power to regulate for-profit outlets selling products containing less than 0.2% THC.
ARUC revealed it was involved in drafting a new Bill aimed at introducing formal regulation and enforcement measures for such commercial operators. The proposed legislation is currently undergoing the necessary clearances.
Following discussions with the College’s Director, ARUC also coordinated with the Planning Authority to take immediate action. The advertisements displayed by the outlet have since been removed.
The Authority said it will continue monitoring developments closely, reiterating that Malta’s cannabis reform was never intended to promote normalisation and that safeguarding minors and ensuring responsible oversight remain central to the framework.
