The Minister for Agriculture, Fisheries and Animal Rights, Anton Refalo, together with the Parliamentary Secretary for Fisheries, Aquaculture and Animal Rights, Alicia Bugeja Said, and the Chief Executive Officer of Aquatic Resources Malta (ARM), Dr Frank Fabri, has launched VisionARM 2050, a long-term strategic framework setting out Malta’s ambition to transform aquatic research, fisheries governance, and aquaculture innovation over the coming decades.

VisionARM 2050 positions ARM as a future centre of excellence in fisheries and aquaculture research, built on four key pillars: Scientific Excellence and Innovation, Sustainable Resource Management and Ecosystem Resilience, People and Skills for the Blue Economy, and Governance, Partnerships and Digital Transformation.

Through these pillars, the vision outlines Malta’s commitment to strengthening scientific research, renewing marine ecosystems, improving data-driven governance, and supporting the skills needed for future generations working within the blue economy.

Minister Refalo said the vision reflects a strong sense of hope and national responsibility. He noted that less than two years after its establishment as a national agency dedicated to research, innovation, and technical development, ARM has already demonstrated Malta’s determination to build a modern and science-driven institution that respects tradition while preparing for emerging challenges.

He added that ARM is now a knowledge centre contributing to research on local species, the marine environment, and the pressures facing the nation’s waters.

Parliamentary Secretary Bugeja Said highlighted the importance of advancing research for the continued sustainability of Malta’s blue economy.

She described VisionARM 2050 as a historic milestone for fisheries and aquaculture, noting that Malta had long required a long-term plan to ensure the sector’s growth. She said the creation of ARM and the development of this vision show clear commitment to scientific excellence, researcher development, and a resilient marine environment.

Dr Fabri reaffirmed ARM’s commitment to collaboration across government, academia, industry, and international partners. He noted that ARM has reactivated its research facilities, reopened Fort San Luċjan to the public, and formed new partnerships with institutions in France and Italy.

VisionARM 2050 builds on Malta Vision 2050 and will be implemented in three phases covering basic investments, regional leadership, and eventual global recognition.
