Alex Borg Proposes Full VAT Refund and Property Support Scheme for NGOs

Speaking at a political activity held in Żejtun, Opposition Leader Alex Borg announced a new set of proposals aimed at strengthening support for non-governmental organisations (NGOs) and voluntary groups across the country.

Borg stated that registered NGOs and voluntary organisations should be entitled to a full annual refund of Value Added Tax (VAT) paid on goods and services that are directly linked to their mission and operations. He argued that this measure would provide meaningful financial relief to organisations that often operate on limited resources while delivering essential community services.

In his address, he also highlighted the long-standing reality that many NGOs have for years operated from government-owned properties under lease arrangements. According to Borg, these organisations have frequently invested their own scarce funds into maintaining, upgrading, and adapting these premises for public benefit.

To address this, he proposed extending the principle of government property acquisition to eligible NGOs. Under this plan, organisations meeting the necessary criteria would be given the opportunity to purchase the government properties they currently occupy, providing them with greater stability and long-term security.

Borg said these measures would strengthen the voluntary sector, recognising its vital role in Maltese society and ensuring that organisations working in the public interest are given the tools to operate more effectively and sustainably.
