First quarter of 2025 saw 2,143 new dwellings approved, showing a clear decrease of 17.4% from the same quarter of last year.

Building permits are authorisations to initiate new building projects.

From the first quarter of 2025, a total of 425 building permits for a total of 2,143 new dwellings were approved. In comparison to last year same periodthe number of building permits and approvals decree by a 7.6% and 17.4% respectively.

The average number of approved new dwellings per building permit stood at 5.0.

In the first quarter of 2025, the majority of approved new dwellings were apartments, with a total of 1,550 units. Penthouses were the second most common type, with 326 new approvals, followed by maisonettes at 179, terraced houses at 65, and other residential units accounting for 23 new dwellings.

When compared to the corresponding quarter of 2024, the number of new dwellings approved in Malta decreased by 18.3 per cent, while those in Gozo and Comino went down by 12.7 per cent.

The top three localities with the highest number of approved new dwellings were Ħaż-Żabbar, with 148 units, followed by San Pawl il-Baħar with 137, and Iż-Żejtun with 88 new dwellings.
