2,000+ Apartments Approved In Malta Between April & June 2025

During the second quarter of 2025, a total of 3,027 new dwellings were approved in Malta and Gozo, marking a 42.9% increase compared to the same period in 2024.
These approvals were spread across 598 building permits, with an average of 5.1 dwellings per permit. The rise highlights a significant acceleration in planned construction activity.
Apartments made up the majority of approvals, with 2,138 units, representing 70.6% of the total. This was followed by 453 penthouses, 296 maisonettes, 91 terraced houses and 49 other residential units.
The data reflects the continued dominance of apartment-style living in Malta’s housing market, driven by demand and urban development trends.
In terms of location, the Northern Harbour district registered the highest number of new dwellings with 751, while the Southern Harbour district recorded the lowest at 401.
Overall, approvals in Malta rose by 51.0% compared with the same quarter of 2024, while in Gozo and Comino approvals increased by 7.0%.
By locality, the largest number of approvals was issued in San Pawl Il-Baħar with 321 dwellings, followed by L-Imsida with 183, Il-Fgura with 164, Ir-Rabat in Gozo with 141 and Ħaż-Żebbuġ with 137. These figures underline the strong pace of development across several urban centres.
