Malta To Implement Major Land Registration Reform By 2035

Nov 26 2024 Share

Minister for Lands, Stefan Zrinzo Azzopardi, announced the launch of a public consultation for the National Strategy for the Reform of the Land Registration System: 2025-2035, inviting feedback from stakeholders and the public.

This strategy outlines measures to modernize the system, which has operated under 1981 legislation, and expand compulsory registration to cover all Maltese and Gozitan territory by 2035.

Currently, only 54% of Malta is under compulsory registration. The reform seeks to ensure all property buyers receive title certificates, bolstering trust in the property market. It emphasizes state protection of property rights, transparency, and the adoption of digital systems to streamline processes.

The strategy includes 18 recommendations, such as updating the Land Registry Act, improving title certificates, clarifying property boundaries, and introducing mediation frameworks for disputes. Public meetings will explain the proposals and encourage participation.

Minister Zrinzo Azzopardi stressed the reform’s importance in securing property ownership, akin to car logbooks, and ensuring confidence in property transactions.

The consultation document, informed by input from entities like the Notarial Council and Developers Association, marks a collaborative effort for a robust system.
