189 Persons In Prison In 2025 Had Been Jailed At Year’s Start

As of 25 June 2025, there were 189 individuals in prison who had already been incarcerated at the start of the year.
According to data tabled in Parliament by Minister Byron Camilleri, showing the number of inmates who were already behind bars at the beginning of each December over the past five years.
The numbers have steadily declined: 192 in 2024, 218 in 2023, 223 in 2022, 252 in 2021, and 273 in 2020.

The data does not necessarily indicate repeat offenders. In many cases, individuals may have had multiple pending criminal cases at the time of their first incarceration and were subsequently sentenced for those offences while already in custody.
While the downward trend may suggest positive developments, such as increased use of alternative sentencing, improved case management, or successful rehabilitation efforts, it is not in itself evidence of reduced recidivism.
