Speaking at a meeting of EU Culture Ministers in Paris, held at the initiative of the French Government, Malta’s Minister for Culture, Lands and Local Government, Owen Bonnici, emphasised the need for the European Union to adopt a cultural and audiovisual policy that is inclusive and reflective of all Member States, regardless of their size or influence.
Minister Bonnici said that a truly European model should not only highlight shared achievements but also ensure active participation by every country. This approach, he argued, is essential for EU cultural, creative and audiovisual policies to remain models of diversity, democracy and resilience.
Looking ahead, Dr Bonnici welcomed collective efforts to reinforce Europe’s commitment to cultural diversity and democratic values. He expressed Malta’s support for promoting the European cultural model at global events such as the Cannes Film Festival, and acknowledged the vital role of the AVMS Directive, the Creative Europe MEDIA programme, and national initiatives that support creative industries.
The Minister proposed several measures to better support smaller markets. These include dedicated support within Creative Europe MEDIA, full recognition of minority and less widely spoken languages in funding decisions, and acknowledgment of the structural challenges facing smaller ecosystems in upcoming policy reviews.
Dr Bonnici also called for clearer certification processes for European audiovisual content, more support for co-productions, and closer collaboration with international organisations such as the European Broadcasting Union and COPEAM. He highlighted Malta’s Mediterrane Film Festival as a growing platform for cultural cooperation.
He concluded by stressing that unity in European policy must always be matched by inclusion.
