It also involved research into whether the Animal Welfare Directorate acted according to law and according to approved and established Operating Standard Procedure. Taking into consideration public opinion and concern, experts in the field were consulted and finally provided several recommendations for best practices. All dog sanctuaries in Malta and Gozo were consulted, with the Office of the Commissioner finding that the Directorate acted according to law and according to the approved and established standard operating procedure. No form of malpractice, misconduct or breach of ethics by the veterinary surgeon in question. The report also unveils that significant improvements have been made in the past months, affirming however that the Directorate has very limited resources for the task at hand. Improvements still need to be made, the research found, with human resources needing increase.
