A local animal activist by the name of Lulu Arpa has taken to Facebook to report an urgent need for foster homes for a number of abandoned and abused dogs.

The poor dogs were subject to unbelievable suffering, potentially from a number of unknown abusers. Meanwhile, the animal shelter remains in a state of emergency as a result of the increasing number of rescues.
