In July, households and businesses enduring prolonged electricity outages of over six hours, between the 17th and 27th, will receive a one-time ex gratia payment. This is in response to an unprecedented and sustained heatwave with temperatures exceeding 40 degrees Celsius, impacting the electricity distribution system.
For affected residential accounts, a credit will be automatically applied to their utility bills, based on last year’s corresponding three-month average consumption. The credit will be commensurate with average monthly household consumption and will increase based on the hours of service interruption. Enemalta’s system will automatically identify impacted accounts, with customers seeing a credit line item on their ARMS bill from the second week of October. Notifications will be sent to residential accounts receiving automatic payments.
In the case of exceptional faults during this period, affected customers can apply through an online application on the ARMS website, starting from October 9th. Enemalta and ARMS will conduct a validation process before issuing the credit.

Non-residential accounts (businesses) experiencing over six hours of interruption in July are also eligible for a one-time ex gratia payment. Businesses with commercial accounts will receive an ex gratia payment equivalent to one-month consumption based on the actual average consumption in June, July, and August 2022. The amount increases with the duration of interruption, capped at a maximum of €10,000 per account. The scheme, operated in collaboration with Malta Enterprise, has received support from relevant stakeholders.
Applications for non-residential accounts can be made online at electricitypayment.maltaenterprise.com, and a validation exercise by Enemalta and ARMS will be conducted. The application period for non-residential accounts is open until December 31st, 2023.
Additionally, the Ministry for the Environment, Energy, and Enterprise is exploring initiatives to encourage businesses and households to transition towards greener practices. Discussions with various business associations have resulted in a consensus to collaborate in promoting energy efficiency and sustainable business operations to adapt to future climate challenges.
