During the Budget 2023 event, Finance Minister Clyde Caruana revealed that the government will establish a specialised agency to coordinate the implementation of one of the government’s main electoral proposals.

The new agency will oversee the allocation of a €700 million investment over 7 years on environmental projects, with the first villages to benefit from initial phase of the scheme being Bormla, Birzebbugia, Hamrun, Marsa, Siggiewi and San Gwann.

“These projects will lead to more gardens, urban greening projects and more open spaces to be enjoyed by Maltese & Gozitan families”, the document read.

The agency will also coordinate projects of green urban reclamation, such as that with WasteServ Malta, where what once was the San Antnin Plant will become another open space for families.

Work is currently being done to create 1,200 new charing points up until 2024 to complement the 340 which are already in place. Finance Minister Clyde Caruana said that the government will continue to encourage private companies and businesses to change their fleets into electric vehicles. 

These companies will be benefitting from the scheme with no interest loans to complement the investments they made into electric vehicles and charging stations.

Addressing the 2023 Budget, Finance Minister Clyde Caruana revealed that the government will continue to give incentives to those buying electric cars.

All persons who buy an electric car, including motorcycles, will be entitled to €11,000, which can rise up to €12,000. The amount will go up in case the scrapping scheme is utilised.

The grants on plug-in hybrids were revealed in last May, but everyone who ordered a plug-in vehicle up until May will have a guarantee even if the vehicle has not yet arrived in Malta and will arrive in 2023. The guarantee will reach up to €11,000. The entire spending on this measure will reach up to €20 million.

Malta’s 2023 budget document has addressed the country’s ongoing struggle with traffic, identifying traffic congestion as one the country’s main challenges.

“Beyond continuing to work to have more officials in our roads, we will open a wide discussion with the concerned stakeholders so that a number of services in our roads aren’t given before 9AM. During rush hour, vehicles offering such services should not be on our roads.”

Malta’s traffic situation has been a controversial topic for many years, with the public being outspoken in its call for improvement.

As of October 1st 2022, Malta echoed European Union counterpart Luxembourg in its provision of free public transport for all.
