The reform seeks to introduce electronic monitoring for individuals involved in minor crimes, those sentenced to less than one year in prison, and parolees.

Additionally, the system will be used in domestic violence cases, offering enhanced protection for victims.

Camilleri outlined that the implementation of electronic monitoring will follow a gradual, phased approach to ensure proper preparation and regulatory oversight.

A dedicated regulatory body will be established to ensure that the system is effectively monitored and enforced. This body will have the authority to conduct inspections and ensure compliance with the law.

The proposed reform also aims to balance offender rehabilitation with public safety.

It provides an opportunity for individuals to continue their rehabilitation while being closely monitored, without being confined to a prison setting. However, the system will exclude serious crimes such as domestic violence and child abuse, with separate protocols applied in these cases.

By introducing this technology, the government aims to modernise Malta’s justice system, improve the rehabilitation process, and offer better protection for victims.

During 2023, a total of 92,758 reports were recorded in the police electronic system across all sections of the Malta Police Force, including police stations, according to information provided by the Minister for the Interior, Security and Work, Byron Camilleri.

A detailed breakdown revealed that 4,465 reports were filed with various specialised units, excluding police stations. Among these, the Gender-Based and Domestic Violence Unit handled 3,015 reports, the highest number across the listed sections. The Environmental Protection Unit received 506 reports, while the Traffic Section handled 242 cases.

Other units reported significantly lower figures. For instance, the Anti-Money Laundering Unit registered 95 cases, while the Economic Crime Unit and Vice Squad recorded 78 and 86 reports, respectively. The Homicide Unit dealt with 63 reports, while the Cyber Crime Unit reported only 8 cases.

Some units, such as the Staffing and Major Events Section and the Police Legal Office, recorded just two cases each, highlighting the varying workload across departments.

These figures exclude reports filed at police stations, as detailed in a previous parliamentary question. The Minister’s response provides insight into the scope and distribution of cases handled by the police in 2023.
