Renovated Ħal Kirkop Residence Enhances Quality Of Life For People With Disabilities

Jul 2 2025 Share

Aġenzija Sapport has successfully completed the renovation and upgrade of a residential property in Ħal Kirkop, aimed at improving the quality of life for two individuals with disabilities who reside in the home.

This was announced by Minister for Inclusion and Voluntarism Julia Farrugia during a visit to the residence, accompanied by Aġenzija Sapport CEO Oliver Scicluna and Mayor of Ħal Kirkop Local Council Mattew Agius.

The apartment was refurbished with an investment of over €40,000, creating a modern, safe, and accessible environment in line with the guidelines set out by the Commission for the Rights of Persons with Disability (CRPD).

The two residents, aged between 30 and 44, had already been living in the home prior to the renovation works. Throughout the process, they were directly involved in the design and upgrade planning, with their personal needs and preferences taken into account including choices regarding wall colours and furniture arrangement.

The renovation included new tiling throughout the residence, extensive upgrades to the electrical and plumbing systems, and the installation of a fully equipped modern kitchen. Additionally, new bathrooms and bedrooms were constructed, the living area was entirely revamped, and new internal and external doors were installed. Significant improvements were also made to the outdoor yard.

Minister Julia Farrugia stated, “Projects like this go beyond simply refurbishing buildings; they represent a fundamental shift in our mentality and vision as a government, towards a fairer and more inclusive society.

Today we see tangible implementation of the government’s deinstitutionalisation policy moving away from isolating individuals in institutions, and instead creating small, safe, personalised environments that allow people with disabilities to live independent and fulfilling lives within their community. This is a clear example of national policy being translated into real action. Through these investments, we are placing true value on what matters most: the person, their choices, and their abilities.”

CEO Oliver Scicluna added, “This project reflects our ongoing commitment to improving the services we offer and supporting the people who rely on them in their daily lives. Through this initiative, we have shown that co-production where people themselves participate in decisions about the services they receive is not just a concept, but a practical and effective approach.”
