Rosianne Cutajar expresses her support of new cannabis reform

Malta’s former Junior Minister for Equality and Reforms Rosianne Cutajar elaborated further on the White Paper launch of responsible use of cannabis. On a Facebook post, Cutajar stated that this was a reform she believed in immensely from day one and pushed forward with all her energy. She stated that his is a year’s worth of work, consultation and determination to create a more just system for those who utilise cannabis in responsible ways.

She also added she is immensely proud of the proposals being put forward today. Thanking Prime Minister Robert Abela for his contributions to the reform, she also thanked the activist groups who also gave expert suggestions.

White paper proposes up to 7 grams cannabis possession & cultivating up to 4 plants

Excerpts from White Paper in regards to cannabis reform have revealed that a decriminalisation of up to 7 grams of cannabis possession and a 4 plant household growth for personal use will come into effect

Government has thus proposed that possession of more than 7 grams but less than 28 grams for one’s exclusive personal use should be subject to proceedings before Commissioner for Justice.

Consumption of cannabis in public will however not be allowed. A €233.33 fine will be administered if this is breached.

Every residential household can thus grow up to 4 plants in a space not visible to the public and that does not allow smells to be emitted. The cultivated cannabis cannot be sold and can be consumed only in the same household. Consumption cannot occur in front of minors.

Prime Minister set to announce consultation about cannabis legalisation today

Prime Minister Robert Abela is set to announce a consultation in regards to legalisation of responsible cannabis use. The reform will end arrests of those smoking cannabis but will still not incentivise, what Abela called, a ‘cannabis culture.’ A white paper will be launched in the coming days outlining the government’s policy in regards to cannabis legalisation.

People found with small amounts of cannabis will not have to endure criminal and judicial proceedings. The Prime Minister, addressing questions from a political activity on March 28th 2021, stated that people, including youth, have have been arrested, prosecuted and had their records stained due to cannabis use. However, the reform will still allegedly not allow smoking outside to occur, with the government highlighting the problems of smoking cannabis.
